Germany is one of the most popular destinations for Pakistani students, and for good reason. Most public universities charge no tuition, even to non-EU students. Engineering, computer science and the natural sciences are world class, and there are hundreds of English-taught master's programmes. The German Embassy in Islamabad reported in July 2026 that the number of Pakistani students going to Germany had risen by about 14% over two years.
The catch is that you need to show a large sum of money for living costs before you get a visa, and visa appointments in Pakistan can take months. Plan early.
All rupee figures in this guide use €1 ≈ PKR 310 (October 2026). Exchange rates move, so recalculate before you transfer money.
| Quick facts | Germany |
|---|---|
| Language of teaching | German for most bachelor's degrees; many master's and PhD programmes in English |
| Academic year and intakes | Winter semester (starts October) and summer semester (starts April) |
| Tuition, public universities | Usually €0; Baden-Württemberg charges €1,500 per semester (approx. PKR 465,000); TUM charges non-EU students |
| Tuition, private universities | Approx. €10,000 to €20,000+ per year (PKR 3.1 to 6.2 million+) |
| Semester contribution | Approx. €70 to €430 per semester (PKR 22,000 to 133,000), changes yearly |
| Monthly living cost | Approx. €950 to €1,500 (PKR 295,000 to 465,000) depending on city |
| Part-time work | 140 full days or 280 half days per year; 20 hours a week in term |
| Post-study work | Up to 18 months to look for a job after graduating |
Budget options: what you can do on every budget
This is the honest picture. Germany is cheap on tuition but not cheap to enter, because the blocked account must be funded upfront unless you have a scholarship.
| Budget | Route | What it looks like |
|---|---|---|
| Fully funded | DAAD EPOS (master's), DAAD Research Grants (PhD), political foundation scholarships (Heinrich Böll, Friedrich Ebert, Konrad Adenauer, KAAD), Erasmus Mundus joint master's, funded PhD positions | Monthly stipend (EPOS: €992; doctoral DAAD rate approx. €1,300 to €1,400), health insurance, travel allowance. A scholarship award letter can replace the blocked account. Very competitive. |
| Tuition-free plus partial help | Public university outside Baden-Württemberg, plus Deutschlandstipendium (€300/month, approx. PKR 93,000) or a university bridging grant later | You fund the blocked account of €11,904 (approx. PKR 3.69 million) yourself, then cover the gap through part-time work. The most common route for Pakistanis. |
| Self-funded mid | Public university in Baden-Württemberg (€1,500/semester) or a smaller, cheaper city such as Leipzig, Chemnitz or Magdeburg | Blocked account plus around €3,000 per year (approx. PKR 930,000) tuition. Rents in eastern cities are much lower. |
| Self-funded premium | TUM (non-EU fees), or a private university in Berlin or Munich | Tuition approx. €4,000 to €20,000+ per year (PKR 1.24 to 6.2 million+) on top of the blocked account and higher city rents. |
A key point for families: the blocked account is not a fee. It is your own money, released to you at €992 a month once you arrive.
University costs
Public universities. In 15 of Germany's 16 states, public universities charge no tuition for bachelor's and consecutive master's degrees, whatever your nationality. You only pay a semester contribution (Semesterbeitrag) for student services and, in most cities, a public transport ticket. It ranges from about €70 to €430 per semester and changes every year.
Baden-Württemberg (Stuttgart, Heidelberg, Karlsruhe, Freiburg, Tübingen, Mannheim, Ulm) charges non-EU students €1,500 per semester (approx. PKR 465,000), plus the semester contribution. A second degree costs €650 per semester. Some exemptions exist, for example for certain scholarship holders and PhD students.
Bavaria. The Technical University of Munich (TUM) charges non-EU students who started from winter 2024/25. Reported fees are approx. €2,000 to €3,000 per semester for bachelor's and €4,000 to €6,000 for master's (PKR 620,000 to 1.86 million). Check TUM's own fee page for your programme.
Non-consecutive master's (often executive or professional programmes) can charge tuition even at public universities, commonly a few thousand euros per semester.
Application fees. Many universities use uni-assist, which charges a fee per application (approx. €75 for the first, less for each additional one). Some universities apply directly at no cost.
Entry requirements for Pakistani students. A Pakistani FSc or HSSC certificate alone does not normally give direct entry to a German bachelor's degree. Usual routes are: one or two years of successful study at an HEC-recognised university first, or a one-year preparatory course (Studienkolleg) with German at B1 level. For a master's, you need a relevant four-year bachelor's (16 years of education). uni-assist asks Pakistani applicants for HEC-attested degree documents. See our HEC attestation guide.
Living costs
Approximate monthly figures for one student sharing a flat or living in a student residence. Rent is the biggest variable.
| City | Rent | Food | Transport | Total per month |
|---|---|---|---|---|
| Munich | €700 to €950 | €250 to €300 | Included in semester ticket / Deutschlandticket | €1,300 to €1,600 (PKR 403,000 to 496,000) |
| Berlin | €600 to €850 | €220 to €280 | Semester ticket | €1,150 to €1,400 (PKR 357,000 to 434,000) |
| Aachen | €450 to €600 | €220 to €260 | Semester ticket | €950 to €1,150 (PKR 295,000 to 357,000) |
| Leipzig | €350 to €500 | €200 to €250 | Semester ticket | €850 to €1,050 (PKR 264,000 to 326,000) |
Add statutory health insurance, which is compulsory. For 2026, the TK student rate is about €141 per month under age 23 and €146 from 23 (approx. PKR 44,000 to 45,000). Other public insurers charge similar amounts.
Scholarships and need-based funding
- DAAD EPOS (Development-Related Postgraduate Courses). Full master's or PhD funding in development-related subjects (engineering, public health, economics, environment and more). Needs at least two years of relevant work experience after your bachelor's and a degree no older than six years. Stipend €992/month plus insurance and travel. Deadlines differ by course, typically between August and October for the following year. Many EPOS courses list Pakistan as eligible.
- DAAD Research Grants for doctoral students. For PhD research in Germany. Doctoral rate approx. €1,300, rising to €1,400 in 2026 according to DAAD programme notices. Search the DAAD database for current calls.
- Political and church foundations. Heinrich Böll, Friedrich Ebert, Konrad Adenauer, Rosa Luxemburg and KAAD (for Catholic and some other students from developing countries) fund master's and PhD students, often once enrolled. They look for academic excellence plus social commitment.
- Deutschlandstipendium. €300 per month, half from private sponsors and half from the government, awarded by your university regardless of nationality. Apply after admission.
- Erasmus Mundus Joint Master's. Many joint programmes include a German university. Full scholarships cover tuition, travel and a monthly allowance. Deadlines are usually between October and January.
- University need-based help. Most universities have small emergency or completion grants (STIBET, bridging funds) for international students in financial difficulty, usually after your first year.
Germany has no general state grant (BAföG) for most non-EU students. Search all current opportunities on our Germany scholarships page.
Student visa: steps, documents and fees
Pakistanis need a national (D) student visa before travelling. It is converted into a residence permit after arrival.
Where to apply. The German Embassy in Islamabad and the Consulate General in Karachi (Karachi generally covers Sindh and Balochistan). Registration is through the embassy's official appointment or waiting-list system, and the embassy has been moving visa applications to the online Consular Services Portal. Waiting times have been long in recent years, and the embassy has at times prioritised scholarship holders, PhD students and applicants with strong grades. Register as soon as you can and only use the official pakistan.diplo.de links.
APS certificate. As of October 2026, official German sources we checked list APS (Akademische Prüfstelle) checks for India, China and Vietnam, not Pakistan, and uni-assist's Pakistan page asks for HEC-attested documents rather than APS. Some agents' websites say APS is mandatory for Pakistanis. Check the embassy's student visa page before you apply. If APS is introduced for Pakistan, apply for it as early as possible because it takes several weeks.
Main documents
- Valid passport and biometric photos
- University admission letter (or Studienkolleg / language course admission)
- Proof of funds: a blocked account of €11,904 for 2026 (€992 per month, approx. PKR 3.69 million for the year), or a scholarship letter, or a formal obligation letter (Verpflichtungserklärung) from a sponsor in Germany. Amount reviewed periodically.
- Health insurance (travel insurance until enrolment, then statutory insurance)
- HEC-attested degrees and transcripts, IBCC-attested school certificates, apostilled by MOFA where required
- Language certificate (IELTS/TOEFL for English programmes, German for German-taught ones). See our IELTS, TOEFL and Duolingo guide
- CV and motivation letter
Fee: €75 (approx. PKR 23,250), paid in local currency, not refunded if refused.
Processing time: usually around 4 to 12 weeks after your appointment, longer in the July to September peak. The real delay is often getting the appointment itself.
Use our document checklist and visa and pre-departure checklist.
Working while studying and after graduating
- During studies: non-EU students may work 140 full days or 280 half days per year (raised from 120/240 under the 2024 skilled immigration reforms). In lecture periods, keep to about 20 hours a week. Student assistant jobs at the university are usually treated separately.
- Pay: the minimum wage is €13.90 per hour from 1 January 2026 (approx. PKR 4,300), rising to €14.60 in 2027. A mini-job of up to €603 per month is tax-free.
- Realistic earnings: €500 to €900 a month alongside studies. This helps, but do not plan to pay rent from day one with it, especially if your German is weak.
- After graduating: you can get a residence permit of up to 18 months to look for work related to your degree. Once employed, you can move to an EU Blue Card or a skilled worker permit, and permanent residence can come within about two years for German graduates.
Month-by-month timeline (winter semester 2027 intake)
| When | What to do |
|---|---|
| October to December 2026 | Shortlist programmes on the DAAD database. Take IELTS/TOEFL. Start HEC and IBCC attestation. Apply for DAAD EPOS and Erasmus Mundus. |
| December 2026 to March 2027 | Apply to English-taught master's (many deadlines fall here). Register for the visa waiting list or appointment system early. |
| April to July 2027 | Most uni-assist deadlines for winter intake (often 15 July). Open and fund the blocked account once you have admission. |
| June to August 2027 | Visa appointment, biometrics, wait for decision. Arrange housing and health insurance. |
| September to October 2027 | Travel, register your address (Anmeldung), enrol, get your residence permit. |
For the summer semester, most deadlines are around 15 January.
Common mistakes Pakistani applicants make
- Waiting for admission before registering for a visa appointment. Register as early as the embassy allows.
- Paying agents who promise admission or appointments. Major German universities do not admit through agents. Read our guide on avoiding scholarship scams.
- Applying for a bachelor's with only FSc, without checking the Studienkolleg or one-year university requirement.
- Ignoring German. Even in English programmes, part-time jobs and daily life are far easier with A2 to B1 German.
- Underestimating rent in Munich, Frankfurt and Berlin. Search housing the moment you get admission.
- Sending unattested documents or mismatched names across passport, degrees and blocked account.
